Wow..  Yes, it is expensive, and there are potentially better ways of spending money.  Around 2012 or so, I remember hearing about people in Brazil protesting the Olympics being hosted there because there were more significant problems that they could have been focusing on instead (such as their homeless situation, education system, etc.).
