In my "gated" community, we can come and go as we please 24/7.  It's just when 
crossing the State Road to get to the other non-gated community that we risk a traffic 
ticket.  The cart would have to be licensed and insured to be able to do this.

There is a lot to do in the gated area, just no shopping or restaurants.
