I have wondered if they are using stolen resources for their campaings. Surely,
it is cheaper for them to send SMS if they have hacked some ISP computerand are
using the ISP's resources instead of their own.

On the other hand, it seems most calls come from regular companies which
probably would not resort to hacking somebody else's computer to sell you a new
TV. Maybe they subcontract the campaigns with some shady company who does not
care if they have to hack and lie and steal in order to sell you anything, who
knows...
