I think the phone companies are on board with the phone spamming schemes.

I don't think phone spamming can render profits enough for the spammer unless
they are getting a very cheap phone contract which allows them to make so many
calls. That requires the collaboration of some phone provider that knows what
is going on.

It sucks because I have heard, more than once, of a doctor having to phone a
patient from our clinic in order to tell her something urgent, and never having
the call received because the patient didn't recognize the phone number and
thought it was just another mexican trying to sell her a new TV set.
