So last night, I ended up transferring my BBS over to a Rpi, and used the "apt install binkd" version -- using all the same config files that I used on the Ubuntu machine -- and the problem went away! Enigma runs very smooth on a Pi, and now that the CPU issues are gone, even smoother!
