Wait, you mean you have ArcaOS answering on port 23, and want to do a NAT 
translation so port XXXX on the outside of the router gets redirected to 
port 23 on the ArcaOS box?

Click on the NAT/QoS tab then enter the port forwardin definition.

Application: Telnet
Protocol: TCP
Source Net: <leave blank>
Port From: <enter the port you want to use on the outside>
IP Address: <IP of your ArcaOS Box>
Port To: 23
Enable: <check the box>

Then, scroll down and hit "Apply Settings".
