Log into router > Click Security > Apps & Gaming > Single Port Forwarding

From there,  you want to "Add New Single Port Forwarding"

Application Name (Pick something useful like "telnet")
External port (Set this to whatever you want it to be on outside network)
Internal Port (Set this to 23)
Protocol (Set this to either Both or TCP) 
Device IP (Set this to the internal IP of the bbs machine)

This will direct the external port of whatever you set it to the internal
port of 23 on the bbs machine.
