Yeah, I've never had those issues.  As Vorlon said, ISPs aren't allowed to
restrict modems (beyond technical requirements), and I've used a number of
third party modems with different ISPs.

However, some ISPs do provide brain dead modems by using custom firmware
(*cough* Optus *cough*).
