It looks like you're missing the *.<extension> at the end.  Try:

exec "@start /min c:\\ele\\irex\\between.bat" *.pkt
exec "@start /min c:\\ele\\irex\\between.bat" *.[mwtfs][oehrau][0-9a-zA-Z]
