A point-address is a local thing, you do with it what you think is appropriate.
 
An out-of-zone node is a different thing ... it is "not done" for a number of practical reasons, so the ZCs have decided not to do this even while in the days of IP there is a case to be made for it.
 
However, there is no Zone "Africa" anymore and just for a single node we're not going to create one. We had that in the past and it is ridiculous.
 
Now, the former Z5C Russel Tiedt still is in the nodelist per his request/suggestion when Z5 folded, he was added to Z3 for a number of reasons so my suggestion is to get in touch with Scorr Little and have this person entered in the 'Z5 section" of his segment.
