Sorry to say, but that's on you.
 
Region-92 Panama is a single-node region listing you as the operator at every level, Meaning you have to generate a REGION92.xxx segment and send it to your ZC. It's not up to the ZC to maintain that.
 
If you cannot handle that then you should not be in the nodelist as an RC.
