mentions he "changed" content, nothing about reformatting nor reposting ...

I call that a deliberate falsification as the MSGID indicates the message 
originates at 2:2/20 and the Origin-line also indicates the message originated 
at Michiel Van der Vlist's system.
 
There have been times in Fidonet, I've been along too long to not remember, 
when that would have been the end of Roy's participarion in Fidonet. You're too 
new to even remember a single instance of ZCs cooperating as that effectively 
ceased the day you took office.
 
You have successfully killed the cooperation and the little respect that ZCC 
still had.
