It is a leftover from the "classic" WinPoint. The last version officially supporting plugins was probably 1.78 or so almost two decades ago. On the way to the current version, I removed the API because I did not really like how it worked and was too lazy to maintain it. Yes, there existed a few plugins. The most prominent one was called WPBackup and could backup the configuration and maybe more. Also, I think multiple chess plugins existed.
