Well, I just checked again and its not a bug. WP so far has never allowed completely disabling the Re:. Instead, the option is only for disabling Re^X, which means numbered Re-s. So a reply to "Re: X" will remain "Re: X" instead of becoming "Re^2: X".

I will put it on the list, as it has become common not to use Re: anymore.
