probably, but not officialy announced yet  ;)

it has to do with the ominous runtime error 216 ...
I've delivered Tim a couple of debug infos ...
first thought was, it has to do with some hardware vendor specific driver or software issues
'cause most notebooks that shows this behaviour was Lenovo notebooks (different versions)
later  on Tim could pinpoint the issue to the splash "Winsetup" routine
and compiled a fresh new testing version that I've tried and bingo - it works ;)
the runtime error 216 disappeared and I could finish the setup on the environments the displayed runtime error 216 before.
so make long story short ... probably Tim will fix some issues around before he'll announce a new version 
I've still tested the fresh new setup and an update installation with success with the 381.1 version
