Not sure if ever, really. I do wait until my operation is completed. Otherwise, nowadays it is no concern. I too pay attention to the flashing light, in addition to making sure I am not doing anything with the thumb drive. If it is booting, that is a good time to pay attention to the light. But if it is just being used for data, knowing that the operation has completed seems to be plenty. Occasionally I have looked at the system/notification tray icon, for what it is worth.
