Fyi...to import contacts into the Win10 for use in the Win10 Mail app you'll ne ed to have at least one syncable email address account setup that uses the People app since the People app(the app that manage s contacts) only works with online accounts, unlike the Mail app which supports POP3, IMAP, EAS, and Exchange account protocols.
