I don't believe it's a specifically 64 bit, but runs perfectly in that OS. 
Source is included in the archive.

Mainly for (re)naming nodelists and/or log files. Examples are included in the 
original Ben Baker docs. It can be quite useful, although I don't use it 
myself.
