 That is easily solved, if they add LATIN-1 as an alias in

 /usr/lib/........../gconv/gconv-modules

 The .... is a hardware dependent directory.

 On your side you could add the names that are used in Fidonet CHRS kludges
 and make full use of this kludge. ;))))
