Jamnntpd doesn't care about the level either:

 X-JAM-FTSKLUDGE: CHRS: UTF-8
 Content-Type: text/plain; charset=utf-8; format=flowed

 X-JAM-FTSKLUDGE: CHRS: UTF-8 4
 Content-Type: text/plain; charset=utf-8; format=flowed

So, we can get rid of CHRS kludge and start using CHARSET kludge. ;-)
