Add option to import and export DIRS.TXT as found on CD-ROMs

Walnut Creek and Simtel CD-ROMs usually have this file format which lists the
sub-directories along with descriptions of each (one per line).

Not to be confused with the DIRS.TXT format that has long been exported from
and imported into SCFG.
