That page has a link to a compiled version with an install.bat - Is that the one you used? When I ran the install.bat, it complained at one point that it was unable to add a registry entry, and after I rebooted my PC, I was still unable to run 16-bit software. But also, I noticed that Microsoft Defender said it detected a virus in that archive and quarantined it (I don't remember what virus it reported though). I'm curious to look at the GitHub project for that and try to install it using the instructions there to see if that would make a difference.
