visiting users probably wont want to actually participate in irc. irc is a day long process usually.  someone posts someone and someone answers in hour later usually.  people arent at the keyboard all the time.

i suggest you just create your own channel and have users dump in there.
put in a trivia bot or something for activity.
tell users what irc client they should use outside the bbs so they can park there and wait for activity.

i have the rules in the MOTD.
people on irc dont like to see people who join for a minute and then leave, and keep doing it. i don't normally snap at people for doing it. i usually give them x amount of chances and try to talk to them and get a response.
