You can't have 2 instances servicing the same ports for the same network interface (IP address). You'd either need multiple public IP addresses or you would need to use unique port numbers for the additional instances. I've been buying the "5 pack" of static IP addresses from my various ISPs (they pretty much all offer it) since the 90s for this reason.
