  Whether I use SyncTerm, MTel, NetRunner, the web interface, or via the
embedded FTelnet server from Rick Parrish's site, it's the same thing...
showing the time on my message posts as UTC. I have the internal Windows 
time as US Central (with adjustments for Daylight Savings Time), and the 
same in SCFG. 

   I'm using SlyEDit (ICE style) for my external editor, and Synchronet
(Classic) as the command shell, with 80x24 ANSI, and CP437 as the terminal
mode.
