Subj : UTC and Local Time

  I ran into this issue awhile back, and thought it had been
fixed, but it's back.

  In SCFG, I have the time zone set for my local time zone (US
Central), but in the message posts, it shows up as UTC Time.

  I don't remember what file to check on that from either the
SBBS_DEV or SBBS_RUN file, to put into the setup, or if it was
something else.

  While 2 of my interests, ham radio and weather, use UTC time,
when I tried to use it on the BBS years ago, it screwed up the
netmail times.
