There are quite a number of Windows programs that send messages to 
syslog (ie TitanFTP), though many of them are considered "Enterprise" 
software.

Any program on any platform can send syslog messages to a syslog server. 
  That's kind of the point of having one, especially in a mixed OS 
environment.  Basic clients are simple to implement, although I've been 
using 3rd party programming libraries for the last few decades.

Obviously I've said or done something to upset you, so I'll just drop it 
and figure out something on my own.
