What is "external syslog" for Windows?

I'm not aware of any syslog support on Windows (i.e. by Microsoft). Synchronet can log to the NT System Events on Windows (that's what Synchronet ntsvcs do), but I've seen nothing in the Windows APIs regarding syslog. But you seem to know all about this, so please educate me.
