Ok, well, what's the problem. I should added the error number to the
display. But I figured it would one of two reasons, password or WCCONFIG
already running.

So why would it fail to login as the config client.... ?????

Oh... You need to have the option set in System Security:

  [X] Allow WCX Configuration
