That it is most likely being caused by the No Quit Cancel rule.  Basically
a non compliant SMTP server not issuing the QUIT command after sending a
message.

You can revert back to the relaxed mode with the following registry change.

   wcREGEDIT /local /value:wcsmtp\EnableNoQuitCancel /dword:0
