Prepare an 8" x 8" square baking dish with nonstick cooking spray. Arrange 4 waffles in the bottom and sprinkle with half the sausage and half the cheese. Repeat layer with remaining waffles, sausage, and cheese. In a medium bowl, whisk the milk, eggs, syrup, salt, and pepper. Pour the egg mixture over the waffles layers. Cover with plastic wrap and set a weight on top. Refrigerate for at least an hour or overnight. Bake uncovered for 45 minutes or until the edges are puffy. Remove from oven, cool 5 minutes and serve.
