This is a variation of the Elitist play of 
+ Wrap a fact in a false Narrative
+ When people point out the false Narrative
+ Point to the fact and call them 'deniers'.

In this case, some of that NGO money **was** going to humanitarian needs (i.e.
the fact) but, as you correctly point out, ~90% was not.  So we end USAID, we
defund the NGOs, and that <10% spent on humanitarian needs will be gone and
"people will die".

$20 says that an actual humanitarian charity will step in and do it.  But we'll
never hear about that.
