Intentional mismanagement seems likely. 2 unprecedented "wild" fires are no coincidence.

That's a good guess. Maybe that's why the Canadians lit these fires in the first place. The opportunity to seize land "to prevent -wild- fires" would "pour gasoline" on the issue of having already extremely high real estate prices.
