That is a really good question.  I really can't see a connection.

Are the Dems recruiting the call centers to be political callers for the
midterms?

Maybe the scam agencies were being funded by NGOs who no longer have our tax
dollars to spend.

Maybe the Dems offered citizenship to all the call center people, so they have
to "keep their noses clean" for that to happen.

All purely speculation since we have no information.

That doesn't ring true.  I never even knew such legislation was passed, so I
doubt "vote for us because we allow fewer scam calls" will carry much weight. 
Most people are on their guard for scam calls now.

Maybe it was just coincidence and a critical mass of people are on guard for
scam calls that the call centers simply shut down due to lack of morons to fall
for their scams.
