I understand your logic, but most of the scammers I've dealt with seem to be calling from Jamaica and/or Nigeria. They literally have nothing to lose. So why would they (assuming I'm right about where they were calling from) suddenly cease fire in wake of Democrat-passed legislation?

It seems like the Democrats called their Nigerian friends and said "Guys, no more phone calls. We need to make it look like our legislation was useful. So now hit those old people with some USPS scams instead!"
