  So it was asked why criminals, might keep detailed records of their crimes, and in the realm of criminal activities performed by nation states, the more equigious the crime, the more detailed the records seem.

1) Blackmail as already stated.
2) Paranoia - Seen alot with the Mafia, or corporations that crosss the lines in ethics or legallity.  Since I know I am stealing from everyone else, I suspect someone is stealing from me.   So you keep two sets of books, one that makes it look like your business dealings are clean, the other that has the real cash flow and its origin.
3) Legitamcy (Nation States) - As seen when governments perportrate crimes against humanity such as genocide (Nazi's, Khmere Rouge, and KGB), both kept extreemly detaled documentation of their , "crimes", tortue, and execution.  It is thought that this was to make it appear that the cause and process was legitimate.
