They aren't there to get an education.  They are there to get indoctrinated.

They don't want them to have phones because
1. They won't pay attention to the incompetent "teacher" indoctrinating them.
2. They don't want the kids to record what the "teacher" says/does in the
classroom.
3. The kids might actually learn something using their phones.
