Then they made it illegal - but mostly to harass some ethnic groups. That didn't do anything but drive its use underground. But the Elitists made money to "enforce the law". Kinda hard to control a substance that is literally a weed that grows just about anywhere. Then they decided to "legalize" it. This just meant that the Elitists wanted to control its sale and get their cut of the profits. So they added more laws (More laws = less freedom) which means that they needed more money to launder... er... "enforce the law". Legalizing it is simple: 1.
