Here in Michigan, the "cheap" tax bill is the winter one and summer is the
"big" one.  So if your city is pulling it out once per year, your escrow
company needs more money from you now because your summer bill will probably be
summer+winter and they need the money in the escrow to cover it.

My mortgage is paid off, so no escrow for me.  But if my city told us that they
were going to do only 1 tax bill per year, then I'd be socking away extra money
now to cover the bill when it comes due.
