Call the tax assessor they'll tell you right away.

In Florida, not all states are the same, they cap what they can raise your taxes.  So, if there's an old lady living beside you and has owned her property for decades she may be only paying a few hundred dollars a year... whereas if you just bought your house you may be pay a few thousand a year... Of course this depends on the assessed value.

Closing the Department of Education will take some work... it was started Congress and will need Congress to assist him on that.  He may have a work around...  Wait and see.

He wants to keep the money, if he can, at the same levels.  He just wants the States to manage the Educational system and not the Federal government.  He'd also like to have the money attached to the child so that if your kids are in a failing school you can move them.

In Florida they have Charter Schools, Ephin Awesome, they are like Public Schools but they are managed by the community.  They cost money to attend if your money was attached to the child your payment my drop from $500 a month to $100.  Thus making it more affordable.

The only ones who hate this concept is the Teacher's Union.
