Yup.  State congress can override a governor's veto too.

That's part of the problem within the last few decades.

The branches of gov't decided to "cooperate" more and not press their legally
enshrined power when they should.

Here in Michigan, congress should have convined whether the governor call it or
not.  Then they should have voted to override all the authority she grabbed. 
Then they should have started impeachment proceedings.

But they were all spineless and RINOs, so that didn't happen.
