Are you sure about that? The state congress (or whatever it's called per state) can do things without approval from the governor? That sounds like it would be a good policy under normal circumstances (this isn't normal.)

I never knew about such funding but I'll take your word for it. I recently found out that Catholic Charities is (allegedly) funding legal aid for illegal immigrants and that the pope is (definitely) encouraging illegal migration to the USA. So it wouldn't be too surprising if they're also behind this anti-gay stuff.
