Because it's not their pie.  They took their piece out at tax collection time. 
The payouts happen after that.

The Elitists want a return to feudal times where they are the "lords" and the
rest of us are serfs.

To that end, they want to create a dependent class.  People pay in.  The
Elitists take their cut.  Then whatever is left is doled out to the serfs.  But
never enough for them to get out of being a serf.

Of course, they don't realize that the end result is for no one to produce and,
therefore, pay taxes.  Then their whole scheme comes crashing down.

But it's well known that the Elitists are morons.
