They did it where they could.  Voter rolls are the responsibility of the state
and if they don't cooperate....

Our SoS got sued over not keeping the voter rolls clean.  But they needed all
those extra people so that when they manufactured the votes, the numbers would
come out sort-of-close.

It's hard to claim "most secure election in history" when 150% of the people
voted.
