My possible misunderstanding is that, since Trump got elected, numbers are
going down.

I read an article about what Adams said regarding a particular
shelter in the NYC area.  I cannot say about all of them, but it is not
slated to close until March or April of 2025.  By then Trump will be in
office and, presuming he keeps his campaign promises, we should indeed have
"less migrants now" by then.
