This sounds almost perfect. It's what I'd call "accountability." If there's a big obvious national problem, every member of congress should be obligated to do something about it, and to document what they did about it. But the way things are now, they are free to ignore problems for 2 years straight, and then they easily get re-elected just as long as they have a nifty slogan.
