It's all about incentives.  Ex: For a CEO of a corporation, they tie his
compensation to how well the company does.  His incentive is therefore to make
the company do well - since that will increase his compensation.

Right now, people in gov't take no rsponsibility for their poor decisions.  And
no matter how good or bad a job they do, they get paid the same.  Not much
incentive there to do a good job, is there?

And I'm not sure that they can.  When the apple rots too much, you can't fix
it.  You just throw it away and get another one.
