I had also heard that officials were originally giving other organizations grief for attempting to assist in NC without federal approval. Several years ago after a hurricane devastated New Orleans... pretty sure it was Katrina... the New Orleans and Louisiana officials kept complaining about the lack of federal response. It got out that they (Ds) turned down military assistance from the Bush administration and then were harping on it to make the administration look bad.
