We saw Vindicating Trump last weekend.  There was a part of the movie where
they showed how, legally, you could print as many ballots as you want.  The
only illegal part of using them would be to "stuff" ballot boxes.

It's amazing to me how insecure our election process is.  But seeing how much
the Dems cheat, I guess it's not that amazing.  They've had many decades of
slowly sculpting the process so that they could cheat.

Which implies that election cheating has been going on for a LONG time now. 
IHMO: If it wasn't for Trump, the cheating never would have come to light.
