If the ballot on regulation is passed then the lawmakers of the state will start the debates as to what the limits are, AKA The Regulations. If passed the regulatory debates will start for what they want as a permanent structure. This allows the politicians to say... You wanted regulations... or you didn't. BTW, Though the question was a Yes/No response. It was a paragraph long and in that, and I'm paraphrasing, that If you vote to not have regulations there will be more abortions and less live births. I think it was their way to nudge people into the regulatory vote. They say that ~70% of the people support abortion...
